Preparation of Veterinary Strategic Plan and Cost–benefit Analysis

The performance of the official Veterinary Services is determined by a number of factors, including, among others, the interaction of three different but complementary types of knowledge: (A) biological and veterinary science (including epidemiology); (B) organisational knowledge; and (C) economic knowledge. This paper argues that knowledge types (B) and (C) will be of increasing importance in order to allow knowledge type (A) to reach its full potential. Indeed, in many cases the problem faced by the OVS is that organisational and economic ‘frictions’ hinder efficient action.
